Food and Safety Standard Authority of India (FSSAI) in Mangalore

It was established under the guidelines of the Food Safety and Standards Act, 2006 (FSS Act), which is an integrated enactment related to food safety and its regulation in India. It is the primary law for the regulation of food products and also aids the formulation and enforcement of food safety standard practices in India.

FSSAI is responsible for the following:

  • Ensuring globally accepted food standards and practices
  • Managing standardised food testing methods and protocols
  • To regulate the manufacture, storage and distribution, import and sale of food
  • Protecting public health by supervision of food and meals
  • Ensuring consistency in enforcement of the directives of the Ministry of Health & Family Welfare, Government of India, through the FSSAI
  • Laying down the guidelines for certification of food testing laboratories 
  •  Providing food-related scientific advice and technical support to the Central Government
  • Collecting and organising data related to food consumption and contamination and the potential emerging risks thereof.
  • Communicating information and promoting awareness about food safety and nutrition to the people of India
  • Facilitating food research and food quality assurances

License

Based on the scale of the business, the license granted can be of three types

FSSAI Basic License

This license is granted to food business operators that cater within a particular area and whose annual turnover is not more than 12 lakh rupees. This license is valid for 1 to 5 years and is issued by the State Government

FSSAI State license

This kind of license is granted to various types of food operators, including suppliers, retailers, storage units, transporters, and others whose annual turnover is more than 12 lakhs but less than 20 crore rupees. Such food operators shall apply for a state license from the State Government and the license so applied for is valid for 1 to 5 years.

FSSAI Central License

This license applies to food operators whose annual turnover is more than 20 crore rupees. Such persons shall apply to the Ministry of Health and Family Affairs under Central Government. This license grant permits for imports/exports and food supply at airports and naval ports. Application for licenses

Application for FSSAI licenses

Application for FSSAI licenses is now online with a few exceptional verifications that may have to be done in person.

The procedure for the grant of license requires the applicant to register the establishment and submit supporting documents as required. Below listed are some of the documents that may be asked for or required while applying for an FSSAI license

  • Identification proof of food operator 
  • Address proof of food operator
  • Photographs of applicant
  • Proof of ownership or rental agreement of food establishment premises or eatery. 
  • In the case of rented space, NOC from the owner of the premise.
  • Trade License.
  • Certification of Incorporation of the company and/ or LLP.
  • Memorandum of Association
  • List of Director or Partner Names 
  • Authorised signatory on the company's letterhead. 
  • Resolution of the Board of Directors for conducting business.
  • GST registration certificate.
  • Fire Safety Certification 
  • List of all employees 
  • In the case of unbuilt premises- Approved site plan with Fire Safety measure certificates.
  • Police Clearance Certificate 
  • In the case of live performances-Permissions from the Indian Performing Right Society (IPRS), 
  • Proof of surveillance systems installed along with at least 30 days of video recording 
  • Invoices for all surveillance systems installed

Food Safety and Standards Act
(FSS Act)

Food Safety and Standards Authority of India is a statutory body under Food Safety and Standards Act, 2006. The Food Safety and Standards Act (FSS Act) is an integrated Act. It consolidated seven previous Acts and orders passed by the Government of India, namely.

  • Prevention of Food Adulteration Act, 1954 
  • Fruit Products Order, 1955 
  • Meat Food Products Order, 1973 
  • Vegetable Oil Products (Control) Order, 1947
  • Edible Oils Packaging (Regulation) Order 1988 
  • Solvent Extracted Oil, De- Oiled Meal and Edible Flour (Control) Order, 1967 
  • Milk and Milk Products Order, 1992. 

FSSAI Mandates

FSSAI has certain guidelines for food safety research and food quality assurances. It is responsible for creating knowledge that would help in continuously updating and upgrading food safety standards which are acceptable globally. To realise the above goals and responsibilities the FSSAI has made it mandatory for every food business operator to obtain a license through registration with the FSSAI.
